Singapore's 2021 badminton world champion began brightly in search of a first BWF World Tour title in nearly an entire year and Loh led 8-3 and 18-16, but Axelsen won five of the last six points to take the opening game 21-19.
In the second set Axelsen took a quick 6-0 lead and when Loh then responded with five points in quick succession, Axelsen again registered a run of unbroken points to lead 15-7 before setting up 10 match points at 20-10.
The Singaporean lauched a furious comeback with eight unanswered points before Axelsen finally closed the match winning 21-19, 21-18.
It was Axelsen's second title of the year, after his India Open win in January.
The next big tournament for both players will be the All England Open in Birmingham in two weeks time.
